
Stan Hoogerwerf, MCJ
Stan Hoogerwerf retired in June, 2004 as a Detective Lieutenant with
over 33 years of service with the New Orleans Police Department. A POST
certified instructor, he was formerly the In-Service Training Coordinator,
Recruit Training Commander, and Special Projects Coordinator during
his 6 1/2 years with NOPD's Municipal Training Academy. He previously
served for 6 years as a rape investigator and rape investigator trainer,
and for 3 1/2 years as a member of the Tactical (SWAT) Unit.
Prior to
his retirement, Lt. Hoogerwerf was the Commander of the Investigations
Unit for NOPD's Seventh District, the Eastern half of the City of New
Orleans. The District Investigative Unit, comprised of 56 Sergeants,
Detectives, and Officers, had investigative responsibilities for all
UCR crimes (worthless documents to homicides); proactive, "Zero
Tolerance" patrol responsibilities; narcotics abatement responsibilities,
including street level enforcement and the coordination of "Buy/Bust"
operations; and responsibility for the generation and maintenance of
Crime Analysis statistical, trend and profiling data.
He also
serves as a contract instructor for the Louisiana Training Consortium
in the area of Domestic Violence investigation and prosecution, for
the University of New Orleans, and has been an adjunct instructor for
the Louisiana State Police Academy. He was a certified instructor in
tactical pursuit driving , conflict resolution and served as a member
of the Mayor's Subcommittee on Conflict Resolution. He was designated
and certified by the U.S. Attorney's Office as a "Hate Crime"
trainer for the Eastern District of Louisiana.
In addition
to his work for LaFASA, Lt. Hoogerwerf has presented lectures and seminars
for the Criminal Justice Section of the American bar Association, the
Louisiana District Attorneys' Association Stop Conference, the Northeast
Louisiana SAFE Task Force STOP Conferences, and the National Black Police
Association's Southern Region Training Conference. He has received two
Medal of Merit awards and three Letters of Commendation. In 2000, he
was awarded the Leanne Knot Memorial Award, presented by the Louisiana
District Attorneys Association at their annual STOP the Violence against
Women Conference, in recognition for his work in developing curricula
and conducting seminars for law enforcement agencies dealing with domestic
abuse and sexual assaults.
Lt. Hoogerwerf earned a Master of Criminal Justice in 2004 from Loyola
University of New Orleans. He was awarded a complete academic scholarship,
fellowship, and teaching assistantship by the Graduate School of Tulane
University and is presently pursuing a doctoral degree in Sociology
at Tulane. In addition, he is a Research Associate with the LSU Health
Sciences Center in New Orleans.
